| Abstract: | วิทยานิพนธ์ฉบับนี้มุ่งศึกษาวิจัยเฉพาะการปฏิบัติตามนโยบายของรัฐเกี่ยวกับการใช้แรงงานเด็กในส่วนของการวิเคราะห์การนำนโยบายดังกล่าวไปปฏิบัติ ปัญหา อุปสรรค ข้อบกพร่อง ความเป็นไปได้ ฯลฯ ตามความคิดเห็นของเจ้าหน้าที่รัฐผู้ปฏิบัติที่มีต่อนโยบาย จำนวนทั้งสิ้น 73 คน ผลจากการศึกษาวิจัยพบว่าการปฏิบัติตามนโยบายของรัฐเกี่ยวกับการใช้แรงงานเด็กตามความคิดเห็นของเจ้าหน้าที่รัฐมีความแตกต่างกันตามสถานภาพของบุคคลในเรื่องของ อายุ วุฒิการศึกษาประสบการณ์ในการทำงานและภูมิภาคที่หน่วยงานสังกัด ส่วนการปฏิบัติตามนโยบายของรัฐเกี่ยวกับการใช้แรงงานเด็กในปัจจุบันยังไม่มีประสิทธิภาพเพียงพอ ต่อการแก้ไขปัญหาแรงงานเด็ก ทั้งนี้เนื่องจากปัจจัยอุปสรรคต่างๆ หลายประการ เช่น การวางแผนและแนวทางในการปฏิบัติ การจัดสรรงบประมาณ และวัสดุอุปกรณ์ต่างๆ อัตรากำลังและความสามารถของเจ้าหน้าที่รัฐอำนาจในการดำเนินงานความคิดเห็นอารมณ์และความรู้สึกของเจ้าหน้าที่รัฐ ข่าวสสารข้อมูลต่างๆ และการติดต่อประสานงาน |
| Other Abstract: | The purpose of this thesis is the implementation of national policy concerning child labour, about problems, in the view of the 73 officers as the implementators. The results of the research are two as follows: (1) The attitudes toward state policy concerning child labour of the state officers about the implementation are significantly different by age, education, job experience and location; (2) The implementation of state policy concerning child labour, now, is unefficient for the child labour solution. The main factors are found on the method for implementation, budget, capability of state officers, authority allocation, attitude and emotion of state officers, information and communication. |
