dc.description.abstract	เทคโนโลยีจะเข้ามามีบทบาทสำคัญต่อการพัฒนาประเทศ ทั้งเศรษฐกิจ อุตสาหกรรม การบริการ สังคม สิ่งแวดล้อมไปจนถึงการศึกษา อีกทั้ง การเปลี่ยนแปลงทางเทคโนโลยีส่งผลต่อการทำงานของหน่วยงานภาครัฐ เพื่อให้ระบบการบริหารจัดการภาครัฐมีความทันสมัยและสามารถช่วยลดภาระด้านงบประมาณให้กับหน่วยงานภาครัฐที่ต้องการปรับปรุงหรือเปลี่ยนแปลงกระบวนงานทำงานภายในหน่วยงานหรือกระบวนงานในการให้บริการประชาชนให้มีความสะดวกคล่องตัวโดยการนำเอาเทคโนโลยีดิจิทัลเข้ามาประยุกต์ใช้ ซึ่งเป็นความท้าทายที่ทุกประเทศกำลังเผชิญ การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทเทคโนโลยีดิจิทัลมีผลต่อการพัฒนากระบวนการบริหารจัดการภาครัฐ การวิจัยนี้เป็นการศึกษาวิจัยเชิงคุณภาพ (Qualitative research) แบบปรากฏการณ์วิทยา ดำเนินการโดยศึกษาทฤษฎี แนวคิด ประกอบด้วยการวิจัยเอกสารและการสัมภาษณ์เดี่ยวเชิงลึก โดยผู้ให้ข้อมูลสำคัญ 12 คน ซึ่งเลือกแบบเจาะจงจากผู้มีส่วนได้ส่วนเสียในระดับผู้บริหารหน่วยงานกลางและหน่วยงานรับผิดชอบหลักในการพัฒนาเทคโนโลยีดิจิทัลสำหรับภาครัฐและการหารือร่วมกับผู้เชี่ยวชาญและผู้ทรงคุณวุฒิ ทำการวิเคราะห์ข้อมูลโดยการอุปมานวิเคราะห์ ผลการวิจัยพบว่า เทคโนโลยีดิจิทัลเป็นหนึ่งในปัจจัยสนับสนุนที่สำคัญที่ทำให้เกิดการเปลี่ยนแปลงและพัฒนากระบวนการบริหารจัดการภาครัฐ อีกทั้ง บทบาทของเทคโนโลยีดิจิทัลจะเป็นตัวเร่งการเปลี่ยนแปลงในการยกระดับการทำงานของภาครัฐให้มีความสะดวก รวดเร็ว ประหยัด และเข้าถึงได้ ทั้งนี้ การเปลี่ยนแปลงระบบและกระบวนการทำงานของภาครัฐต้องเริ่มจากการปรับกระบวนงานด้วยการลดการสูญเปล่าของงานที่ไม่ได้สร้างคุณค่าโดยการนำเทคโนโลยีดิจิทัลมาสนับสนุน เพื่อปรับปรุงประสิทธิภาพการทำงาน และมุ่งเน้นประชาชนเป็นศูนย์กลาง (Citizen-Centered) อันจะนำไปสู่การทำงานภาครัฐอย่างมีประสิทธิภาพ จากการศึกษาแม้จะพบว่ายังมีข้อจำกัด ปัญหาและอุปสรรคในการนำเทคโนโลยีดิจิทัลมาประยุกต์ใช้ในการพัฒนากระบวนการบริหารจัดการภาครัฐ อย่างไรก็ตาม ทิศทางการนำเทคโนโลยีดิจิทัลมาใช้ในการบริหารจัดการภาครัฐของประเทศไทยทั้งมิติภายในและภายนอกสะท้อนให้เห็นการพัฒนาอย่างต่อเนื่องด้วยการสนับสนุนและกระตุ้นผ่านกลไกทั้งเชิงนโยบายและเชิงปฏิบัติ ยิ่งไปกว่านั้น การสร้างความร่วมมือระหว่างภาครัฐ ภาคเอกชน และภาคประชาสังคม มีความสำคัญต่อการพัฒนากระบวนการบริหารจัดการภาครัฐ	-
dc.description.abstractalternative	Technology plays crucial role in development of the Nation, including but not limited to economy, industry, service, society, environment and education. Besides, a technological change impact on public sector operations. In order to develop and modernize the government management system and reduce the burden on budget optimization for public sector that want to enhance or modify work procedures within the department or the procedures for providing services to the public to be more convenient and flexible by applying digital technology. This is one of the biggest challenges every country is facing. This study has an objective to study a role of digital technology to develop the administrative system of public sector. A Qualitative methodology was used in the analysis of the study of theories, concepts, research of document review with input global context from academics case and success case study and One-On-One In-Depth Interview with 12 informants, purposively selected stakeholders from the government officials by alignment government bodies and experts on digital technology. This research shows that digital technology is considered as enabler to develop the administrative system of public sector. Besides, the role of digital technology will be a catalyst for change to reform government operations to be convenient, accelerated, economical and accessible. Regarding to the transform of government systems and processes must begin with the process adjustment by reducing wastage of work that does not create any values by applying digital technology to assist. In order to enhance work efficiency and emphasize the Citizen-Centered which will lead to effective government. The result from the research also shows that there are some limitations, problems, and obstacles to apply the digital technology for the administrative system of public sector. However, the direction of applying digital technology in public management in Thailand both internal and external factors reflect the continuous development with support and stimulation through both policy and practice. Moreover, building effective Public-Private-People partnerships plays crucial role to develop the administrative system of public sector.	-
