| Abstract: | การวิจัยเรื่องบทบาทของหัวหน้าหมวดวิชาภาษาไทยในวิทยาลัยครู มีวัตถุประสงค์ คือ 1. เพื่อศึกษาปัญหาและข้อเท็จจริงเกี่ยวกับการปฏิบัติงานตามหน้าที่และความรับผิดชอบของหัวหน้าหมวดวิชาภาษาไทยในวิทยาลัยครู ทั้งในด้านวิชาการและบริหาร ตลอดจนข้อคิดเห็นและข้อเสนอแนะของหัวหน้าหมวดวิชาที่มีต่อการเรียนการสอนภาษาไทย 2. เพื่อสำรวจความเห็นของครูอาจารย์ผู้สอนในหมวดวิชาภาษาไทย เพื่อทราบข้อเท็จจริงและปัญหาต่าง ๆ เกี่ยวกับการปฏิบัติงานตามหน้าที่และความรับผิดชอบของหัวหน้าหมวดวิชาภาษาไทย ตลอดจนข้อเสนอแนะอันจะเป็นประโยชน์ในการนำไปปรับปรุงการเรียนการสอนและการบริหารงานในหน้าที่และความรับผิดชอบของหัวหน้าหมวดวิชาภาษาไทย. วิธีการวิจัย ผู้วิจัยได้ใช้แบบสอบถามแบบเลือกตอบ แบบประเมินค่า และแบบเปิดโอกาสให้ตอบโดยเสรี โดยส่งแบบสอบถามไปยังหัวหน้าหมวดวิชาภาษาไทยและครูอาจารย์ผู้สอนวิชาภาษาไทยในวิทยาลัยครูทั้งในส่วนกลางและส่วนภูมิภาค รวม 29 แห่ง ได้แบบสอบถามคืนจากหัวหน้าหมวดวิชาภาษาไทยคิดเป็นร้อยละ 93.10 และได้จากครูอาจารย์ผู้สอนวิชาภาษาไทยในวิทยาลัยครูคิดเป็นร้อยละ 76.62 แล้วนำคำตอบมาวิเคราะห์หาค่าร้อยละ หาค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยสรุปได้ดังนี้ 1. พื้นฐานและประสบการณ์ของหัวหน้าหมวดวิชาและของครูอาจารย์ในหมวดวิชาภาษาไทย 1.1 หัวหน้าหมวดวิชาภาษาไทยอายุเฉลี่ย 39.22 ปี เป็นหญิง 13 คน เป็นชาย 14 คน เป็นโสด 6 คน สมรส 21 คน มีวุฒิต่ำสุดปริญญาตรีทางการศึกษา และวุฒิปริญญาโททางการศึกษาเป็นวุฒิสูงสุด เคยทำการสอนวิชาภาษาไทยโดยเฉลี่ย 13.89 ปี และเคยทำหน้าที่หัวหน้าหมวดวิชาภาษาไทยมาแล้วโดยเฉลี่ย 7.26 ปี หัวหน้าหมวดวิชาภาษาไทยส่วนใหญ่เคยได้รับอนุญาตให้ลาศึกษาต่อ และดูงานทั้งในประเทศและต่างประเทศ รวมทั้งเคยได้รับการอบรมเกี่ยวกับงานในหน้าที่หัวหน้าหมวดวิชามาแล้ว จำนวนชั่วโมงสอนโดยเฉลี่ยสัปดาห์ละ 10.78 ชั่วโมง และจำนวนชั่วโมงปฏิบัติหน้าที่ราชการโดยเฉลี่ยสัปดาห์ละ 25.52 ชั่วโมง 1.2 ครูอาจารย์ในหมวดวิชาภาษาไทยอายุเฉลี่ย 30.60 ปี เป็นหญิง 130 คน เป็นชาย 70 คน เป็นโสด 106 คน สมรส 94 คน มีวุฒิต่ำสุดปริญญาตรีทางการศึกษา และวุฒิปริญญาโททางการศึกษาเป็นวุฒิสูงสุดเคยทำการสอนภาษาไทยมาแล้วโดยเฉลี่ย 5.30 ปี ครูอาจารย์ในหมวดวิชาส่วนใหญ่ไม่เคยได้รับอนุญาตให้ลาศึกษาต่อ ดูงานและเข้ารับการอบรมเกี่ยวกับวิชาภาษาไทยและความรู้ทั่ว ๆ ไป จำนวนชั่วโมงสอนโดยเฉลี่ยสัปดาห์ละ 12.71 ชั่วโมง และจำนวนชั่วโมงปฏิบัติหน้าที่ราชการโดยเฉลี่ยสัปดาห์ละ 28.55 ชั่วโมง 2. การปฏิบัติงานในหน้าที่และความรับผิดชอบของหัวหน้าหมวดวิชาภาษาไทย 2.1 งานที่หัวหน้าหมวดวิชาส่วนใหญ่ทำด้วยตนเองและทำร่วมกับผู้อื่นคือ 2.1.1 งานติดต่อประสานงานและธุรการ 2.1.2 งานบริหารบุคลากรทางวิชาการในหมวดวิชา 2.2 งานที่หัวหน้าหมวดวิชาส่วนใหญ่ทำร่วมกับผู้อื่นคือ 2.2.1 งานเตรียมการก่อนเปิดภาคเรียน 2.2.2 งานส่งเสริมประสิทธิภาพของครูอาจารย์ในหมวดวิชา 2.2.3 งานส่งเสริมการเรียนภาษาไทยของนักเรียนและนักศึกษา 2.2.4 งานวัดและประเมินผลการเรียนของนักเรียนและนักศึกษา 2.2.5 งานจัดบริการวัสดุอุปกรณ์ 2.2.6 งานฝึกสอนของนักเรียนและนักศึกษา 2.3 งานที่หัวหน้าหมวดวิชาส่วนใหญ่ไม่มีการจัดทำคือ 2.3.1 งานนิเทศการสอนและปรับปรุงการสอนของครูอาจารย์ในหมวดวิชา 2.3.2 งานควบคุมดูแลการสอนของครูอาจารย์ในหมวดวิชา 2.3.3 งานติดตามและประเมินผลงานของครูอาจารย์ในหมวดวิชา การปฏิบัติงานในหน้าที่และความรับผิดชอบของหัวหน้าหมวดวิชาทั้งหมดดังกล่าวมานี้ หัวหน้าหมวดวิชาส่วนใหญ่ทำร่วมกับผู้อื่น 3. คุณภาพการปฏิบัติงานในหน้าที่และความรับผิดชอบของหัวหน้าหมวดวิชาในความเห็นของหัวหน้าหมวดวิชาและของครูอาจารย์ในหมวดวิชาส่วนใหญ่แล้ว มีความเห็นสอดคล้องกัน และโดยเฉลี่ยแล้วคุณภาพการปฏิบัติงานในหน้าที่และความรับผิดชอบของหัวหน้าหมวดวิชาอยู่ในเกณฑ์พอใช้ 4. ปัญหาที่สำคัญในการปฏิบัติงานของหัวหน้าหมวดวิชาภาษาไทย คือ 4.1 หัวหน้าหมวดวิชาและครูอาจารย์ในหมวดวิชามีงานพิเศษอื่น ๆ ที่จะต้องปฏิบัติมาก จึงทำให้ไม่สามารถปฏิบัติงานของหมวดวิชาได้อย่างเต็มที่ 4.2 ขาดการประชุมปรึกษาหารือ และขาดการวางแผนงานร่วมกันระหว่างหัวหน้าหมวดวิชากับครูอาจารย์ในหมวดวิชา 4.3 ขาดงบประมาณในการจัดซื้อ หนังสือ ตำรา และวัสดุอุปกรณ์ต่าง ๆ สำหรับหมวดวิชา |
| Other Abstract: | The purposes of this study were: 1. To investigate problems and facts concerning the work and the responsibility of the Thai Language Department Heads in Teachers Colleges through out their academic and administrative work; and also to investigate their points of view and recommendations towards the learning and teaching of the Thai Language. 2. To investigate the Thai Language teachers’ opinions towards problems and facts concerning the teaching and learning of the Thai Language and the work and the responsibility of the Thai Language Department Heads including their recommendations which should be helpful for improving the teaching and learning of the Thai Language and the administration of the Thai Language Department Heads. Procedure. Three types of questionnaires were used; the multiple choice, the rating scale and the open-end. They were sent to Thai Language Department Heads and their staff members in 29 teachers Colleges either in central or provincial area. 93.10% of the questionnaires were returned from the Heads and 76.92% of the questionnaires from the staff members. The data were computed by percentages, means and standard deviations. Findings. 1. Educational backgrounds and experiences of the Thai Language Department Heads and their staff members. 1.1 The average age of the Thai Language Department Heads was 39.22 years. There were 27 of them; 13 women and 14 men. 21 of them were married, and the rest remained single. Their lowest degree was Bechelor of Education and the highest one was Master of Education. On the average, they have taught the Thai Language for 13.89 years but have been in responsibility of the Thai Language Department Heads for only 7.26 years. Most of them used to have permission for both their further study and their visit to places for observative purposes. They also have participated the Thai Language Seminar. In the average, they taught 10.78 hours a week and their official work was 25.52 hours a week. 1.2 The average age of the Thai Language teachers was 30.60 years. There were 200 of them; 130 women and 70 men. 94 of them were married and the rest remained single. Their lowest degree was Bachelor of Education and the highest one was Master of Education. On the average, they have taught the Thai Language for 5.30 years. Most of them never got permissions for their further study, their observation or their academic training. On the average, they taught 12.71 hours a week and their official work was 28.55 hours a week. 2. The work and responsibility of the Thai Language Department Heads. 2.1 Most of the Thai Language Department Heads did the above indicated work both by themselves and the their staff members, the work was: 2.1.1 Offering information service and official affairs. 2.1.2 Providing academic workshop for their staff members. 2.2 The work which most of the Thai Language Department Heads did with their staff members was: 2.2.1 The preparation before the school begins. 2.2.2 The encouragement for the efficiency of the staff members. 2.2.3 The encouragement for the students’ efficiency of Thai Language learning. 2.2.4 The evaluation of the students’ knowledge. 2.2.5 The provision of the teaching materials. 2.2.6 The provision of the students teaching. 2.3 The work which most of the Thai Language Department Heads never did was: 2.3.1 The supervision and the improvement of the teaching of the staff members. 2.3.2 The controlling work for the staff members’ teaching. 2.3.3 The follow up and the evaluation of the staff members’ work. In general, most of the Thai Language Department Heads did their above indicated work with their staff members. 3. Both the Thai Language Department Heads and their staff members had the same point of view in evaluating the efficiency of the work and the responsibility of the Thai Language Department Heads. On the average, the work and the responsibility of the Thai Language Department Heads was fair. 4. The important problems in working of the Thai Language Department Heads were 4.1 The Thai Language Department Heads and their staff members had much work besides their responsibility in the teaching to do. This was the obstacles for Teaching. 4.2 The conference and the cooperation for planning the work between the Thai Language Department Heads and their staff members were scarcely done. 4.3 There was a shortage for the budget providing books, [textbooks] and the Thai Language teaching materials. |
